Dr. Mario for me. I never cared for that game much to begin with, what little I've played of it, and the Wiiware version didn't help change my mind. I also hated getting dominated in every online match I played.
Eduardo: The Samurai Toaster. Pure, unadulterated crap. It lacks the polish of a one-man-team freeware game...how it's a 4-man Wiiware game I'll never know... Seriously one of the most repetitive, uninspired games of all time in my opinion.

And the most overrated game is whatever other people actually like.
Seriously, calling out something on being overrated is only fun when you have a real wide array of huge budget projects to choose from. Calling out small projects like world of goo and lostwinds seems kinda pointless to me.
It's weird how people name games that are good. The most overrated game IMHO is pOp. Never was there a more boring and repetitive concept that people seem to think is a good idea.
