Meh, I'm not worried about the amount of stages. Sonic Advance only had fourteen stages (the last two being boss fights) and that game was great. I would've preferred six zones with two acts apiece too, but four zones isn't bad either.

Please note that Sonic 3 only had 6 Zones with 2 acts each, meaning we're still getting the same amount of stages, just rearranged and for a smaller price than Sonic 3 was at launch. It also means there is some logic behind that figure besides money grubbing.

There are going to be four zones with three acts each and a boss fight per zone. So, add that with the special stages and you get at least nineteen or twenty levels. That is about just as long as a standard Sonic Genesis game, so it's worth the $15 IF the game is actually good. Since all versions will cost the same, I'll just go with with the PSN version [because of trophies].
Just to break down the number of levels you got with the original Genesis games, to help you decide if Sonic 4 is worth your $:
Sonic 1: 6 Zones with 3 Acts 6 Special Stages Total Stages: 24
Sonic 2: 11 Zones with 2 Acts (on average) 7 Special Stages Total Stages: 27
Sonic 3 6 Zones with 2 Acts 7 Special Stages Total Stages: 19
Sonic & Knuckles 8 Zones with 2 Acts (on average, as Sonic) 7 Special Stages Total Stages: 20 Stages
Sonic 4: 4 Zones with 3 Acts 7 Special Stages (assuming) Total Stages: 20
Sonic 4 is equivalent to Sonic and Knuckles if there are 7 special stages, which is a good size for an episode. Basically you're looking at 1500 points for a new Sonic game compared to 800 points for an old port. The levels could also be longer than in Sonic 3 and Sonic and Knuckles, since Acts generally got longer every game. I don't like episodic games, but if it's as good as or (hopefully) better than the Genesis originals, it's not a terrible deal. The downside to WW is there will probably be some sale/incentive to buy all three for a bit cheaper on PSN/XBLA or there'll be a sale. That doesn't really happen on the Wii shop, so you really don't save anything over retail.
