Well, it's just kind of redundant. There's enough reason to imply that it is in the cards not to mention there's absolutely no reason why they wouldn't.
They will more then likely release it after they announce Mario Party 9. Nintendo usually likes to release Virtual Console games before the new games come out. For example:Super Mario Bros.3 came out on the Virtual Console right before Super Mario Galaxy.
Nintendo was sued over injuries from the rotating control stick games. Since they already lost that battle, I can't see Nintendo wanting to re-expose themselves to that liability. Which really sucks because (IMHO) the N64 Mario Parties were the best ones!
(And am I the only one who didn't get injured from the rotating stick games as a kid? I don't know what people did with their machines back then, but I've seen flat NES controllers, warped pins on NESes, broken N64 thumbsticks, and other issues that didn't happen to myself or my siblings. Try going easier on your hardware, guys!)
I've been waiting for MP1 - 3 to come out on the VC for ages, but I'm beginning to fear that they might never get around to it. The N64 library isn't exactly growing at a steady pace. I suppose the fact that these are Nintendo-published titles (even though developed with/by Hudson) makes them more likely to appear than any other random N64 titles, but I still don't know if they'll ever do it. They better -- those 3 games are all absolutely wonderful in their own ways, and played with the formula more than the rest of the entire franchise combined. MParty1 had those cruel 1 vs 3 minigames where the three players beat coins out of the one player with a hammer, and the single player stood to gain nothing from it. MParty 3 had the duel boards, which were actually a lot of fun. All three had some of the best minigames to date.

Not releasing all the good games immediately is a way to keep your interest in the Virtual Console by giving you things to look forward to in future. Nintendo doesn't want 2010 and 2011 to be completely filled with crap releases nobody will buy because they have all the games they want already. People are more likely to buy lesser known or even poorer games while waiting for their favorites to be released.
Edgey, Gumshoe, Godot, Sissel, Larry, then Mia, Franziska, Maggie, Kay and Lynne.
