At least the FF trilogy is complete now. I knew 2 VC games per week was too good to be true. I will hold out hope that by next Christmas they will ramp up the VC games again.

What about gameplay and control quality, difficulty, level design, bosses, power-ups? How do those things compare to the other games in the series?

Final Fight 3 is uncommon, but not really rare. Final Fight Guy is the rarest game in the Snes Final Fight games with it being a 6 in rarity.
Final Fight 3 a 4 in rarity based on the Digital Press Collector guide: Advanced version. That rarity is based on a 1 to 10 scale.
I found the game at Flea Market Early part of the 2000's and bought it. I found Final Fight 3 different times outside of online stores and auctions. I find the game a lot online. Final Fight 3 is one of those games that are easier to find online than at a used game store, flea market, garage or rummage sale.
A 4 in rarity mean's the game uncommon, but it is not really rare at the same. A game has to get a 5 in rarity to be considered borderline rare.
Any idea how to pull off Lucia's Super Move? The developers of Final Fight 3 must have been sexist, because they gave Lucia across the board the worst inputs for her special moves. I can do the jumping special often enough but being a jumping special isn't as useful, while I have a lot of trouble with the ground special, and I can't do the Super Move at all. I usually prefer playing as the female character in beat-'em-up games, but Guy is much better in this game (haven't tried Mike or Dean yet, although I thought Mike was way too slow in Final Fight 2). Lucia isn't even as attractive as Blaze in the Street of Rage games, Clandestine in Spyborgs, or the girl in Final Fight 2.

@Bulbasaurus Rex: You're not alone. I cannot get Lucia's super move to work either. It seems impossible to pull off. I don't even bother trying it anymore.
