With the release of Mute City, and now adding 200 cc, is it possible that Nintendo is trying to cater to F-zero fans without having to release a new F-zero title?
No, that would be a very obscure way to cater to F-Zero fans. On the other hand, F-Zero had a mini-game in Nintendo Land, is included as a track, kart and Mii costume in MK8 and Captain Falcon is still in Smash. They clearly haven't forgotten about F-Zero. Who knows what they'll do with the franchise in the future.

Maybe Nintendo thinks people only care about the Captain Falcon and high speed aspects of F-Zero but nothing else. That way in their mindset, doing what they've done in Mario Kart 8 and maybe adding Captain Falcon as an unlockable character for 3 star all cups on 200cc is enough to warrant quitting F-Zero games forever.

I don't know. Despite the fact that F-Zero sales were declining ever since the first game, I do think that if we'll get another entry in the franchise that it will definitely do better than the last few entries in terms of sales. Perhaps the franchise needed a long rest?
On a more positive note; here are some beautiful Animal Crossing Track screens:
Wow, this track is incredibly impressive from a technical stand point. In some ways, it's like 4 courses in 1. The Autumn and Winter versions/seasons especially are much different than the Spring and Summer ones. You can better understand now why this DLC pack spent nearly 6 months in development. A lot of hard work here. I can't wait to see the other 7 tracks.
I'm sure it's been mentioned before, but when does the four last tracks get released?
If you mean being able to play the 8 DLC tracks then April 23rd, if you mean the remaining 7 tracks being revealed then it'll be spread over between April 6th and April 23rd.
This new DLC looks amazing; those screenshots are just stunning. I can't wait. I'm really hoping they add more Double Dash and Mario Kart 7 tracks. I would love to see Neo Bowser City especially!
Kinda excited about the Megaman costume for my Mii as well, though...
I'm hoping for more Double Dash and Wii tracks, any of these would be perfect:

Wario Colosseum
Baby Park with 7 laps (only for means of the GX tournaments lasting longer)
Toad's Factory
DK Summit
Dry Dry Ruins
Moonview Highway
I also hope that Super Circuit isn't ignored again (1/32 of MK8 currently is GBA). Even if they repeat something like Shy Guy Beach, Sky Garden or Bowser Castle 3 is better than Mario Circuit being the only one.
Where does it say/hint that DLC 1 and 2 are included? The only info I can find hinting in that direction is that these CDs are planned for end of April?
