@DarthNocturnal He's referring to the style/look, not the actual bits of it. Games of their respective "bit-eras" (when that was a thing) had a particular look and feel to them. You could identify the "bit era" of a game simply by looking at it. 8-bit would be an NES style. 16-bit would be an SNES style. 32-bit would be a PS style, which is what he's saying it looks like.
Though personally, I feel like Mega Man 11 falls somewhere between Mega Man 8 and Mega Man X8 for visual style.
Yes, I was going to write 8-bit within quotations, but I thought that would be superfluous. Megaman 9 and 10 went back to the Megaman 2 & 3 art style. It also eliminated all moves except jump, run and shoot. I liked that since it makes the game more pure.
I think the artstyle is very gerneric, and just plain ugly to my eyes. I'd have liked a "proper 2D" rendition better, not necessarly "8-bit style", but maybe more detailed & polished pixel art.
@Snaplocket To be fair, this could have looked way better. It does look okay as is, and will probably get a bit better, but I'm not expecting much. And it could have been high quality pixel art, not necessarily 8-bit. Think the 32-bit games from the PS1, or even higher quality ones from indies. You're right that we don't need another 8-bit game.
Heck, just look at Sonic Mania. Those are some really nice pixels.
Yeah, once in a while it is cool to see. But Capcom knows that there is no point going for nostalgia over and over again. I appreciate their attempt to freshen things up. Honestly, I just want them to show up Mighty No. 9, and make a good 2D platformer. Which I believe they can do as Capcom has been making some good games recently with RE7 and the upcoming MH: World.
All games are comprised of pixels on the screen. So its still pixel art
Seriously though....I don't care either way. I'm not allowed to talk about visuals in any capacity apparently (Because I'm colour-blind so my opinions are moot and invalid) but regardless, what matters is the game part.
Does it feel like classic Megaman and play like it? If so, awesome. If not, THEN we have the problem.
Now Playing: Ratchet and Clank: Rift Apart, Crash Bandicoot 4
While I'm thinking about Mighty No. 9 I would like to take the time to point out that Comcept said the 3DS and Vita versions were coming out in 2017 back in June, and no word since. Granted, nobody cares, but I wonder why nothing else has been said.
Just a geek that likes video games, and spends to much time playing Smash Bros. and Fortnite.

On Reddit someone compared the looks to that of a smartphone game, and I am inclined to agree. I'm still going to buy the game because Mega Man is one of the most fun game series, but it's a shame it doesn't look better. Hopefully there will be some improvements made to it before release.
@Agriculture Yeah, the new look isn't the most complex or interesting. But I'd much rather have a brand new design for the series rather than yet another 8-bit title. The pixelated art style has been done to death not only by Mega Man but also by many game developers nowadays. Not that I hate pixel art or anything, it's just that there's a lot of games in that style right now and a Mega Man game designed like that would have just seemed lazy. The new art direction at least shows Capcom is putting some effort into pushing the series forward and not recycling the style like they did with 9 and 10.
Also, the game isn't even finished yet. It's likely that there will be some graphical improvements before release.
Mario Galaxy is ten years old, and now I feel old.

The overall idea behind the art style isn't bad, but the execution in the trailer is. So, yes, hopefully they'll improve it before release.
