does a system transfer include friends list ans streetpass data?

do i get to keep all the progress made in the streetpass plaza?DLC, hats, puzzel peices etc do these get moved as well to the target system?

Yes to all of these. Just be sure to back up your SD card for safety, and follow the instructions on Nintendo's site to be sure everything goes right. Once it is done, your new 3DS will be just like your old one.

Can you have the system transfer data back and forth in case you want your friend to play your eshop games but not on your system? Can you pick and choose what data you wish to transfer?

You can't choose what games to transfer. As of right now it's only a full system transfer.

Can you transfer from one region to another? For example, from a UK PAL region 3ds to a North American region 3ds?
