Why has the VC of Waverace 64 on the Wii U seeing as its the NTSC 60hz version got black borders around the top and bottom of the screen because when playing it on an NTSC N64 plays in full screen 4:3 on a 1080p plasma very annoying as i was about to buy it, it looks like the old crap PAL port which was notorious for being really clunky and having huge black borders.

You're remembering it wrong! I own the Japanese import and it's the only NTSC N64 game with black borders that I've seen. Not sure why they did this.

The p*** poor PAL conversion stopped me buying this game back in 1997 - I had been excitedly playing my friends Japanese import for a while and was really looking forward to having my own copy - then got to the shop with my hard earned £50, only to see a demo unit playing a much slower, choppier version with big borders and squished graphics. I walked out feeling a mixture of disappointment and anger and never bought the game until years later!

That was seriously the first time you found out about PAL Wave Race 64? It was mentioned in the likes of N64 Magazine and Official Nintendo Magazine at the time.

Edgey, Gumshoe, Godot, Sissel, Larry, then Mia, Franziska, Maggie, Kay and Lynne.

I'm throwing my money at the screen but nothing happens!
