just wondering, i have played the original resident evil game and i think it's alright, but i really hate the fact that you always have to worry about ammunition and saving just in case. is resident evil 4 like this?

No. Not at all.

It's actually fun looking after and organising your inventory, plus there are typewriters everywhere. This is one of the best games ever, don't let those concerns stop you trying it. I think I've played through half a dozen times on GC & Wii but would go back tomorrow, phat game!

there aren't any ink ribbons are there? can you save as many times as you want?

There are no ink ribbons. You can save as many times as you want, but only at specific save stations, which you can see on your map, and you can even backtrack to them if you want. They are nicely spaced out though, so you probably won't feel the need to backtrack. Plus, there are very intelligent checkpoints in the game, so if you die, you won't be restarting at your last manual save, but merely losing maybe 2 minutes of progress.

There will be times in the game when you have to throw away ammo and health plants just because you've run out of room in your inventory. There's tons of ammo in the game. There's only one point in the game at which you'll be seriously running low, and right when you think you're going to run out, you enter a storage area full of ammo to restock.

RE4 is an action game, not a horror game.

I found myself running low on ammo quite a bit. Not overwhelmingly, but it is part of the game I suppose. I think it adds to the fun and makes you play more intelligently and with more skill. Shoot more in some situations and in others shoot less and run. You should know however, (slight spoiler) that if you can get through the game a couple of times you will open up an arsenal of weaponry that will annihilate everything in your path; just in case you are worried about ammo affecting replay value.
