Before the 3.0.0 update, or whatever update added the screen size option for display settings, you were able to change the screen size in certain apps like the eShop or the Internet Browser. The screen size you used in the eShop would apply to virtual console games.

Now that they added the universal screen size option in the display settings ,they took out the screen size options from all of the applications. Because I already had the eShop set to my screen size, and I set the system setting to my screen size, I have underscan now! The image doesn't fill my entire screen, basically. As far as I know there's no way to fix it now since Nintendo removed the screen size option from the eShop.

I know that it's underscan because the image fills up the entire screen on the gamepad, but I have black bars around the screen on my TV. I know that this happens normally, but when I open the VC menu, there are black bars around it too on my TV, but not my gamepad, where it fits perfectly.

It's not really a major issue but I'm not sure if it's been brought up before.

NOTE: If I open the home menu, it fills the screen entirely. The VC menu does not, however.

I never messed with the screen settings for specific apps before the update, and I've always had black borders on all sides of my VC games on my TV on the Wii U, so I think it's normal. My guess is it's because the original games always had some black in the overscan region that they never expected anyone to see or Nintendo blacked out some of the video in the overscan region that they didn't want us to see now. It seems to differ for different games: at least it seems like Punch-Out has more black than other NES games I think.

I know that the VC games having black borders around them is normal, but the borders are even larger on my TV than they are on my gamepad (by percentage of the screen covered not by physical size)!

But the virtual console menu ALSO has borders around it when I open it up, but the home menu doesn't. On the Wii U gamepad, however, there are NO black borders when I open the virtual console menu, and there's obviously no overscan on the Wii U gamepad, so that's how I know it's an issue with underscanning and not the games themselves

Sounds like Ninty tailor-made their Wii U VC to the GamePad and it's kept in the same ratio on the TV screen.
Maybe it also has something to do with sticking to some kind of samey resolution as the original games.
Anyway, it might not get better than it is now, even if they'd fill up the entire screen 's all i want to say.
