Shounen manga typically targets an audience of 10-18 year old boys. It isn't the same as the literal or legal definition of shounen.

In terms of development, that's a pretty big gap though. A 10 year old is still very much a child and an 18 year old is a young adult. "Tween" usually refers to a very specific point in development, like the 2-3 year period in early puberty. Shounen manga covers a demo too broad to say that it's for tweens. Hell, I'm 25 and I don't mind some shounen manga in small doses. Keeps you young.

Well, many of them are enjoyed by every demographic, but their target audience are teens. But you are correct that some of them are aimed at an older audience. But the vast majority are aimed for the 15 year old demographic or less.

While not common, I have run into a few Shounen manga that rival (or even exceed) the kind of content you'd expect to see in a Seinen series (demo of males between 18 through early twenties).

I think the series' setting, how involved/deep the plot is, characters play a bigger role in determining the demographic of a manga, than the explicitness of the content itself, TBH.

Ehhh, not really. Jokes about boobs are pretty age-appropriate for 12 years olds. Nothing they wouldn't joke about amongst their friends.

Not to mention Japan has less strict censorship on what you can get away with in shonen.
