I keep getting an error to restart my 3ds if i try to receive a letter, i restart it but the error still occur. help please

There's an update available, have you downloaded it? If you haven't do so. The actual problem stems from the fact the 3DS isn't properly connected to the Wifi router or is slightly out of range. It's rather simple to fix, move closer to your router and if that still doesn't work well, go to the settings menu and do a connection test, this should help to see if the 3DS is connecting properly or not.
Try also deleting the current setting and try again, it works for me if and when the same problem occurs, it should fix the problem you're having, but I think downloading the update would be useful, it may've fixed this issue.

i already downloaded the update, the problem occurred 1 day after the update. and i`ll try the connection test thanks

I don't know any more really now than you do, just try the steps I told you, especially the part where you do the connection test AND delete your settings, then try registering the wifi point again.

@vizard15 you could try this. Go into the eShop - settings/other - titles you've downloaded - swapnote (title information) - moe details - scroll to the bottom of the page and click on repair software, then click okto check software, and ok again when prompted.
