Yes, I've played and completed every Stafy () game on GBA and DS. They're all very playable, except in a few rare cases like Stafy 4 where you need to talk to a door (after completing the main game)and without Japanese understanding you probably won't make it too far. Luckily, there are guides for these things. I believe there are also a few grammar quizzes in the latter 2 GBA installments but simply mashing your way through works (or take note when you hear a "confirmation note" and just memorize the order). Again, there are guides for these rare instances.
Even the stories are fairly comprehensible without Japanese, although it would certainly add a lot if Nintendo where to officially translate the games into English. You won't have any trouble navigating the menus either, as things such as erasing your data are made perfectly clear via pictures and noises.
If you're picking an entry to start out with, well, that depends. If you want to experience the series' roots, just grab the first game and work your way up. However, if you're looking purely for an engaging game, go with Densetsu no Stafy 3. Hands down my favorite game on the Gameboy Advance, heck, in my top 5 of games ever released. It takes everything from the previous games, wraps it around in an engaging story (yes, you'll understand it) and adds brand-new gameplay elements that truly make the game stand out from any other 2-D platformer. Not to mention the immense replay value. If you need further convincing to get number 3, check out Corbie's review here on Nintendo Life, perhaps the 10/10 will convince you. I personally believe it surpasses The Legendary Starfy (however good that game was). Corbie himself wrote a great Densetsu no Stafy 2 walk through by the way.

If you're getting all four, I'd advise just start at Stafy 1. It's very interesting to see how the series evolves in just a couple of years, the climax being Stafy 3. Plus the story reasons and all. Stafy 4 is the sort of "oddball" of the series and really shouldn't have that number 4 there since it's pretty unrelated to previous games. You could just check that one out anytime, methinks. Anyway, whatever you decide to do, hope you enjoy!
