@MrFox I know James' voice actor was at least one of the problems if not the only one. Though I believe after the voices were recorded, he relented so since the work was done already they decided to include both.
3 seems to be the one that only had new voices and the official reason seems to say there were technical and logistical reasons. I'm guessing maybe poor quality in some fashion, loss of significant portions of the audio, or a permissions issue like 2.
@MrFox the devs who worked on HD collection were perfectly fine. The issue was the time given to them to complete the project which off the top of my head was less than a year, plus the uncompleted code given to them to start.
@Olliemar28 that would likely be the best option at this point other than a full remake. Pretty unlikely though.
@MrFox unfortunately unlikely since Konami lost the final source code for the games. That's part of why the HD collection turned out so bad. Not to mention they barely have the developer any time at all considering this.
@Banjo- not exactly. Nintendo did not want to pay Grasshopper to fix game breaking bugs existent in the JP version. I'm assuming Nintendo would see bug fixes like that as part of the original contract/agreement rather than being something needing additional money. Maybe a clause about the game being in a playable state.
@Banjo- well 4 was only released in Japan and I know there's an interview where its stated to be the best selling in the series. So I think we can fairly safely say the remaster sales blew the rest out of the water.

@Richnj I wouldn't say a remake and two new games aren't caring for it. Though they unfortunately did not all make it to NA.

Though now I'm finding some info that says the series as a whole has sold 1.3 million units as of 2014.
