Even if I only owned a 3DS, I'd still back this game. I have a HTPC in the living room, so firing up the PC version would be a snap. Here's hoping IntiCreates is able to make a 3DS or WiiU version down the line. ($60 from me so I can get the physical PS4 version.)
I personally believe if they ditched their attempts at 100% cycle accuracy and simply went for playability, Nintendo would have no issue getting GBA and SNES games running with all the bells an whistles VC offers. The ARM11 is pretty powerful.

I played the Japanese version on 3DS and hated the flying controls in it. I should probably put it back in and give it another shot.
