From what I understand, Rosalina hasn't been made available to order and it could be because target hasn't recieved info from nintendo on how many units they'll be receiving or something along those lines. I've been checking at least 3 times a day to see if she's available for preorder but to no avail. If I have to go out and get her, I won't care. There's a target about 20 minutes from where I live. Lucario on the other hand, I'm just gonna have to try and make it over to w toys r us but they're so far from me like 45 minutes away and also on the busiest part of town, which I absolutely hate going through...
