There are actually four HAL rooms in total
A third is found in 7-2 a dangerous dinner level (the one with the crushing ceiling) if you wait at the end for a while or will go back up. Go back until you reach a new door with a HAL room. There's also one in Magalors epilogue. Stand in the top left part of the map, then go to the top right. You should hear some blocks breaking, go down the thin platform under area two (2) and there there will be a door to a mini level with the HAL room at the end.
