I have 700 points sitting on my Wii and have decided that I would like to try a VC shooter, a genre that I have never got into for whatever reason (literally the only shooter that I have ever owned was Transbot for the Master System!)
I am open to any system, NES, Turbografx, etc. and am not fussed whether it is horizontal or vertical. My only criteria would be that its not too frustrating and fairly clear to see what is going on. One that keeps your high-score would be preferable too I guess.

Get fantasy zone 2. I haven't played any of them, but that one looks better than the first one, probably one of the best 500 points shooters on virtual console.
Detana!! Twinbee has the perfect difficulty curve for newcomers to the genre (or in my case, older players who just suck). It challenges you but isn't too hard. Plus, there are difficulty options and co-op to make it easier if necessary. The world is very colorful and fun.
I'm after a recommended shooter too. I have Cho Aniki as I like mad Japanese games. Think I might add Detana!! Twinbee to my wishlist. It sounds great from what Adam says.
It's a shame that you don't have another 100 points so that you could get Gate of Thunder or R-Type (both 800 points). Those would be good entry points to the genre for you.
I'm gonna recommend Soldier Blade to you. Normally I prefer horizontally scrolling shmups, but this game is so great I make an exception!
Soldier Blade. It's difficulty is perfect. It's challenging while still being, you know, beatable, which is great for people who suck at the genre like me. It actually has some strategy in it too, since you have to think about what power-ups you need to keep, and when you use your weapons' special ability. It probably the best shooter I ever played.
I'd recommend getting Star Parodier too, if you had 200 extra points. Get it once you manage to get 900 points. It's worth buying for the Bomberman level alone!
@ Dazza (or anyone) What's the deal with horizontal / vertical preferences? I know quite a few shooter fans that do prefer one way or another, but unless you're playing in widescreen, I don't think it makes almost any difference. I know I've asked this before, but I can't remember if anyone answered.
