Taste differences, to be sure. I'm not saying that action-heavy sequences shouldn't be there at all, I'm just saying that they only excite me when they're structured within a well-paced adventure that also has build-up and anticipation. It's sort of like the difference, in the horror genre, between RE5 (constant in-your-face action which numbs the whole experience) and the best sections of RE4 (perhaps still a little too action heavy, but a good balance for the most part, and plenty of time to take in the surroundings, let the suspense and dread build, etc). Or Silent Hill (2 in particular) for that matter, which handles horror better than any game, precisely by making you wait, playing upon your imagination rather than just showing everything.
It's like directing a film, where pacing is crucial. Any movie where you're perpetually bombarded with action and movement will fail to engage the viewer for very long. When I've played solo missions on the CoD games (and I hate the online multiplayer), I just feel like it's a constant race from one battle set-piece to another, with little time for anything to even register. I feel like I'm watching a long, particularly ugly war film (I hate war films), and not only that, but one edited down to only keep the action sequences.
This is not to say that you should agree, but I'm just pointing out that there are a whole lot of people for whom CoD is a fundamentally terrible series to play. It's not even just preferring other games over those; if CoD made up the whole of gaming, I simply wouldn't be interested.

after some more time black ops still doesn't impress me at all. the multiplayer levels (in my opinion, obviously) suck; modern warfare 2 didn't exactly have memorable maps but they were reasonably fun to me while i flat out dislike almost all the black ops levels... maybe they're just not suited to my play style. the look of the game also strikes me as really bland when you forget about how technically good it is; goldeneye is much more appealing visually, and i'm comparing it to the 360 version. i haven't played the single player so i can't say much about that but for online i think goldeneye is much more fun, bugs, hackers, quitters and all.
@Warioswoods So... You hate war movies. (A shame, really.) You hate online multiplayer. You hate overly complicated deathmatches (if I recall your posts from some time ago correctly). You hate constant action. You hate regenerating health. (again, if I recall correctly)
I'm guessing COD isn't ever going to be for you. That's fine and all, but your opinion is slightly skewed against it from the start. Just shrug your shoulders and move along to a series you do enjoy.

True, it's not for me to begin with, so why bother writing anything? I suppose I'm just trying to remind people that much of the conventional wisdom regarding what makes a FPS game good is actually specific to a certain subset of taste, and consumers aren't simply misinformed when they prefer a game like Goldeneye over CoD, even given their graphical differences and whatnot.
Half Life 2... sigh, it's the same thing that happened with the first Half Life (source edition), which I also started playing after Portal blew me away. Great for a while, but slowly becomes repetitive to the point where I'm not longer interested. I certainly don't have a short attention span, either; I can sit with puzzle games (original point-and-click adventures, for example, or even classically challenging text adventures) for hours working on some ridiculously complicated solution. The best part of Half Life 2 was the Ravenholm sequence, but it was followed by unnecessarily long vehicle sequences and battles that stopped bringing anything new to the table and began to feel like any other FPS.
