I know that each region has its own VC release schedule and selection, but is each regional headquarter aware of what has been released in other regions? I mean Mario's Super Picross for example, has been released in both JP and EU but not NA. Could this be that NOA knows the existence of the game but is unaware that it's been out in EU as an import so it assumes that it's a Japanese game and not bring it over? Could NOE also might not be aware that Super Mario Kart has been released in other regions (JP and NA) which may explain why it's not available on European VC yet?
they're not 3 separate companies, they're one. even if they were competing against each other, they would not be so unprofessional as to pay no attention to what the others are doing. they know what's going on, of course. they just don't care. and why should they? why should EU gamers get everything NA gamers get, and why should NA gamers get everything JP gamers get and why should JP gamers get everything EU gamers get? certain games are only popular in certain areas and thus should be released there and not where they wouldn't be profitable, nor should they be released at aa time when they wouldn't be profitable. don't be so hasty to think up crazy possibilities of why you don't have a game you want. just wait for it to come.

I'm going to say yes, each branch has no idea what the other branches are doing at any given time. None whatsoever.

There can only be one, like in that foreign movie where there could only be one, and in the end there is only one dude left, because that was the point.
