If they did care, and did make them more money, they would've devoted more resources to ensuring that the process wouldn't take as long. Simple as that.
I think that DC VC on 3DS is one of the biggest "killer apps" that the 3DS is missing to date.
There's no reason why they can't do it, and there's SO MANY great DS titles that are so hard to get (eBay is too full of pirate copies to find any there), that it's just a no brainer.
Yeah, for a lot of people who keep claiming that VC will make "millions", no one really knows how much money the VC makes Nintendo. Judging by how small the library is this time around, I doubt it made them that much even on the Wii.

I really hope they come soon. I'd LOVE to play Bowser's Inside Story on the big screen...with restore points...because I could never get past that worm boss. But anyway, I'm patiently waiting for it. That and N64 on the VC and GCN on the VC.

Now, that doesn't explain why NoA is slack on releasing already finished VC games other regions already have, of course. DKC trilogy, Fire Emblem Sacred Stones and DS games just to name a few. I have a theory though, and that is that each region is given a list of VC games available to release and when they'll be ready, and each region decides which games to hold, and which to release when. NoA might be conservatively holding a few aces up their sleeve, so that in the event of a dry couple week period they can drop a biggie on the eShop.
I say that the more games released a week whatever those games are, even if we are not personally interested in them, is a better week than one where only one game is released. The more games that get released, the quicker we get to the games we actually do want.
Nintendo are sitting on games to be released. But yes, each region do choose different games to release each week. There is no collaboration between Nintendo of America and Nintendo of Europe to release the same games during the same fortnight. When it does happen, its likely just a coincidence. I doubt the Nintendo of each region cares what the Nintendo of the other region does although it is important to us on NintendoLife because we see what the other region is getting.

Now that DS games are here, the 3DS VC is officially dead, although the Wii U's VC probably won't be any better in the future. I doubt the DS games will have any multiplayer or WIFI, though, but at least they have different layouts of the screen.

I think they should have put some GBA and DS games on the 3DS. And Game Boy and Game Boy Color releases have been slow.
They did GBA games with the Ambassador Program, but I think it caused issues.
