Something that is immensely fun to play and can be enjoyed at face value, but can also be deeply analysed like no game before it.
Personally though, I don't see why we should even debate about what could make a perfect game. I guess we could say what would be perfect for us personally, but the fact of the matter is that people have some incredibly varying tastes. Heck, just look at the reception towards Nier and Deadly Premonition and you'll see what I mean.

A perfect game is a game that brings pure joy to anyone who plays it, it has nothing to do with "Oh, what could be added to this?" because then that would never end. If you just continue to think about what could be added to the game, then you'll never enjoy any game. Think about this, does a game HAVE to have multiplayer? Does it HAVE to be long? Does it have to have online functions? The answer is no. As long as a game brings joy to you, it is perfect.

That's pretty much my point. That's not a perfect game, that's a favourite game.
To be perfect a game would have to be objectively - not subjectively - faultless. Given that there is always goin to be people that want a longer quest, want multiplayer if there isn't multiplayer, want less/ more DLC, want a different soundtrack etc etc, there will never be a game where we can sit back and say 'yes, there is nothing that can be done here'
Well then the perfect game couldn't exist, thus there is no real topic here. If a perfect game hasn't been made, then that phrase has no meaning, it doesn't exist, it's practically a myth, an objective that can't be accomplished.
Meh. If you strive for perfection then you'll never be satisfied. Or is it a good thing to not be content with anything you make? I don't know anymore >_<

To me, there's no such thing as perfect anything in this highly flawed world! But, as video games are concerned, Super Castlevania IV is about as close to being the perfect side-scroller that I can imagine. About everything seems to be as it should be in a perfect world, right down to the music selection for the stages!
I think Limbo is a good example. Everything from the visuals to the gameplay to the soundtrack is simplified to such an extent that it is all perfected!
And, as they say, the less there is, the less there is to go wrong!
They could have added more levels, some kind of online connectivity, etc etc
That would have been unnecessary. The point of the game was to be short and memorable.
Currently playing: Rhythm Heaven, Minecraft (XBLA), Pokemon B/W 2, Halo 4, The Denpa Men: They Came By Wave, Fallblox, Paper Mario: The Thousand Year Door (GCN)
Will be playing soon: Paper Mario: Sticker Star, Cave Story +, Wii U: NSMBU, Nintendo Land, (And lots more!)

So perfection is if the developers make exactly the game they wanted to make?
Superman 64 is a perfect game, then, because the developers wanted to make a cheap franchise cash-in.
I think there are perfect games that have already been made and I am not talking about my favorites. As I said, I don't believe these games need anything added to them. I think adding something would actually take away the charm and greatness of them.
Here are a few I consider to fall into the perfect category, Ghost Trick, Limbo, Wario Land: Shake It!!, Donkey Kong Country, Super Mario Bros 1-3, Super Mario World, Sonic the Hedgehog 1-3, Solitaire, Chrono Trigger, Earthbound, Pokemon Snap, Legend of Zelda Link to the Past, and Super Metroid.
I have played a lot of games but I haven't played all games and there are certain genres I don't care to play. So this list is obviously missing games that should be on it. I am not trying to make a favorites list. If that were the case I would have added quite few more games on here but I agree they could use a few improvements. Also, if this were a favorites list I would have left off a few of these games, as well. I think it is possible to objective judge a games level of greatness without allowing personal feelings to get in the way.
But my point from all of this, is that games can and have been made perfectly. They can be made wholly complete without any additions needing to be added. Again, sometimes when you add too much greatness to anything you end up watering down what was there and making it less than what it was. Sometimes things just need to be left alone and we don't need the "deluxe" version of it. This is why something like "The Wizard of Oz" has stood the test of time without having any extended cuts being added to it. We need to get away from thinking everything needs more. I believe our society is trying to get us to think that way so we become better consumers and spend more money. Now, I'm off to play Super Mario World, without any extras, improved graphics or DLC.
Some of my favorite games:
Ghost Trick, StarFox 64, WarioLand: Shake It, Kid Icarus, The Legendary Starfy, Endless Ocean: Blue World, Zelda: Minish Cap, Pokemon Snap, Diamond Trust of London, Gyromite, Katamari Damacy, EarthBound, Mario Kart 7, and Sonic Generations(PS3).
Obvious if I appeared in a game, the game would then be classed as perfection.
So wii sports, Mario Party 8 and 9, MKW, MK7, Mario strikers Charged, Tetris Party, PilotWings Resort, Wii Fit/Plus, Wii Play/Motion, Wii Sports Resort, Nintendogs + Cats, Wii Music, and another 3rd parties that use miis
Doesn't count as Mii's don't have souls.

Online connectivity? I haven't played Limbo but that game is clearly trying to convey a feeling of loneliness and online connectivity would work against that.

Anything less, and it's just your favourite game.
That's not entirely true. As I posted Limbo earlier, I think it is a perfect game, but it actually ISN'T my favourite one (which goes to SMG2). You see, I, personally, cannot see a single fault in Limbo; I think it is a masterpiece. Some people may fault it's short length, but I really dot care about that, and, Super Mario Galaxy 2 was more memorable for me, for example. Anyway, I can fault SMG2: I think it's a little easy, I think each level is a bit short, I hate the 'noob' guide that comes with it and it recycles a but too much from the first SMG. So even though I can fault my favourite game, I think Limbo is flawless.
And, I agree with your point about how a perfect game brings joy to you. I had a great time playing Limbo: the puzzles were challenging but stimulating, the art style is simply a joy to behold, it's even a little scary, if not eery, and the short length actually makes the entire 1-2 hours it takes to complete the game more memorable. SO, Limbo isn't my favourite game, but I think it is perfect. Super Mario Galaxy 2, for example, just gave me a little more joy and I found a little more fun, but, I can fault the game.

The most perfect game I've ever played was just last year, Portal 2 blew me away and not a single downer I could point out! Its just perfect from beginning to end in my eyes!
