Tales of Vesperia had some of those moments, and the biggest one was near the end of the game, but I really can't say much. At that moment though, it just made me feel pretty sad and guilty for what Yuri had to do. But that's all I can say.
There was a moment in GTA4, when Roman is kidnapped and Niko is shooting up the place to rescue him, and the entire time Niko is screaming out for Roman, and it really sounds like he's distressed. It was a good moment, and for a moment I was completely engaged in the game, and was worried for Roman's safety. And then I saved him and he started calling me over and over so I took him to the tallest building and pushed him off.
In Portal 2, I felt emotional at the end of the game (from the moment you shoot the final portal, to the end of the last cutscene). I'm not sure why, but I think it's more or less about being just awestruck at how something could be just so clever and different. Beautiful, even.
I also felt emotional when Donkey Kong Country Returns was first revealed at E3. The black screen, then the Jungle Japes theme fades in, and the crowd loses it. It's truly great seeing so many people come together over something like Donkey Kong.
The best strategy in the game: go up stairs and pause balls.

And when I spent 3 million space bucks to create a potion that was already on the market, I had never felt a greater feeling of hatred towards a game before in my entire life, and would only be topped by the time they revealed the main character's origins.
Some games have moved me to tears, but the one that made me cry a lot, made me hollow inside and made me all "HOW CAN THE GAME GO ON NOW, AND WHY AM I TAKING THIS WORSE THAN THE CHARACTERS" was Valkyria Chronicles 2. All the sads.
Plus, there a lot of games that have at least one stage/boss where I struggle for ages, so when I beat it I get super happy.
Last cutscene of Midna in Twilight Princess > intro of Dragon Quest V > Link's sister getting kidnapped in The Windwaker (cinematically epic scene) The sound of getting a coin in the Mario games also seems to have quite an impact on me. After all it made me really interested in the Wii when you heard it while someone was flicking the remote.

I was going to say that, but I don't think that FLUX's ending was depressing at all. If anything it was confrontational. But yeah, emotional any way you think of it.
Well yeah, I mainly used it to show the sadness of the moment. I was bawling like a baby. It was such a powerful moment SPOILERS! leading CV as he returns to the Ether/ Afterlife/ Period of Eternal Reflection/ Death. When he starts waving I lose it.SPOILERS!
