Nope. A ladder is used for drastically high feats, such as climbing to the roof of your house. It uses multiple rungs, and usually involves you climbing with all fours. A stepladder is just used for a minor boost, such as reaching the uppermost clothing rail in a store, to give a random example. It uses about 3 - 5 solid steps, and you only take a few steps to reach your desired height.
One is use to reach high book shelfs. The other is use for to do unquestionble things to thoses who are unfortunate to cross your path.
