So glad I read this thread before getting Mario Kart 7. I've turned off the SpotPass feature as I don't want 100s of meaningless Miis in my plaza. There's a sense of satisfaction from going for a walk and then finding the Mii's on your 3DS when you check it. If I just got 100s for sitting on my arse, and they don't even give you a puzzle piece or you can't use them in the StreetPass Quest, that would infuriate me.
You might not want to turn SpotPass off. You want to turn "invite" off. SpotPass is the only way to receive "special" Miis which is needed to unlock Accomplishments.
