If I recall you don't use MAC addresses to do that. Routers, tethers, or whatever can't send Special Miis on their own. It's only given out by the Nintendo server on special events, via Spotpass, not Streetpass. You can probably do that via DNS server, but I haven't heard of anything like that yet. It's possible, though, theoretically.

Yeah. As in, Nintendo Zones only. You can spoof your router to turn it into a Nintendo Zone, but it's likely you'll just mess something up. You can't, however, make your own Special Miis and send them out. There was an application that allowed you to do that on the Wii, but not on the 3DS.
