So, I'm planning on taking my XL with me whenever I go out. As I would like to actually use some of the features (like Streetpass etc.).
And my main query is: What does it actually do?
Say I conveniently walk past 10 people with 3DS'; what could potentially happen?
Also, do I need any form of internet? Or do I just leave the 'Wireless' turned on?

You need to have your 3DS in sleep mode and walk past other people with their 3DS consoles also in sleep mode to use it to share data. You also need to make sure you're not playing either a DS/DSi game while the system is in sleep mode nor Ocarina of Time 3D (both disable wireless when in use).

You could get up to 10 StreetPasses, assuming these other 3DS owners also have their 3DS in sleep mode with the wifi active.

Just leave the wireless turned on. There's also an option in StreetPass Mii Plaza called 'StreetPass', make sure that's set to 'On' too.
@Link-Rova well you could potentially reach 10 people now that Nintendo started their streetpass relay thing, If you walk by a Nintendo Zone (special places like Mc Donald's, Best Buy etc.) you'll receive streetpasses from other people that walked by that Nintendo zone too and your data will be stored for the next person who walks by there.
