It means you can buy select games on either the home console or portable, and have access to the same game on both systems.
Monster Hunter 3 Ultimate has a 3DS and Wii U version that is basically an identical game. The difference is that you had to buy both versions separately(Wii U = $60, 3DS = $40), vs. being able to buy one copy and play it on both.
The 3DS also has some VC games that are available on both systems(Megaman, Mario, Zelda, etc.). You would have all your games on both systems as long as they're compatible on both systems.
i.e. If you buy Super Mario Bros. on 3DS for $5, you automatically have it on Wii U, too.
This could include remote play or data transfers between both consoles.

It would mainly enhance the value you get for buying a game. As of now, I buy console VC games on Wii U, and portable VC games on 3DS. That's honestly just fine, IMO, but if they can get the games to run on either system off of the same account, then there really is no reason to exclude this feature. That is why I think it will happen in due time.

well that's true, but having some games across multiple platforms buying only once is better than having to buy a perfect copy of it twice in the same generation(what happens for Nintendo at the moment)

No games on Nintendo systems have cross-buy, a select few have cross-play, but only Sony consoles have cross-buy for a lot of games like that.
Edit: Oh you want to know what it is, well my previous explanation still works into this, but cross-buy is buying a game on a home console (or handheld) and getting it the company's handheld (or home) console too. Basically, buy it once and get for both systems. Example: You buy PS1 game for PS3, and can play it on PSP too for no additional cost.

Not even a lot. I think there are less than 30 games that do cross-buy between the Vita and the PS3, and most of them are digital anyways.
Exactly. Aside from PS1, minis(which aren't that great, IMO), and the occasional PS3/PS Vita game, there's not that many. That's probably why they're trying to get Gaikai straightened out so that you can just stream the game instead of having it on the system. Not to mention the PS4 is doing all the work in that case.
It's surprising enough that they won't get digital PS2 games running on it when it's obviously possible.
If Nintendo enhances their account system(which includes cross-buy, data transfers, messaging, etc.), I feel like Nintendo's service would be better than Sony's at that point.
How does Cross-Play work for PS3 and PSP / PSVita? I had a PSP at one point but gave it to my brother after his broke. I only played a couple of Naruto games and that was it. I do have a semi-functional PS2, though.
Could you play PS1 and PS2 games on PSP, PSVita, and PS3 after only buying it once? How do they work since the PSP is missing an additional analog, and both the PSP and PSVita are missing two extra shoulder buttons? Could you potentially play PSVita games on the PS3 and the same would go the other way around if they're available on both counterparts?
I'm interested, because in the future, Nintendo could make a new Game Pad with an add-on that allows for an extra screen on-top which would enable it to play DS and 3DS games. I really want Cross-Play so I don't have to worry about buying SNES games on my Wii U such as EarthBound and Super Mario World since I prefer to play Virtual Console games on my 3DS.

I dunno what you've played, but there were quite a lot of PSP Minis, and I've personally enjoyed all of these:
Carnivores Dinosaur Hunter, Carnivores Ice Age, Fighting Fantasy: Talisman of Death, Mahjongg Artifacts: Chapter 2, MadBlocker Alpha, Pac-Man Championship Edition, Pinball Fantasies, Pinball Dreams, Pix N Love Rush (my favourite), Prehistoric Isle in 1930, A Space Shooter for 2 Bucks and Tetris.
Of course, not everyone likes the same games, but overall I was very pleased with the program.
You can't play PS2 games on PSP/Vita, only PS3. You can assign the corners of the touchscreen and the rear touchpad on the Vita to play PSX games that require extra buttons. On the PSP, you can map L2/R2 to the Dpad.
to clarify, what Sony officially refers to cross buy are the cases in which two separate versions of a game exist for ps3 and vita and when you buy one you automatically get the other as well... this is only for a few indy titles and one or two first party titles I think plus some DLCs... there is also the thing that if you buy a psone title you can play it in any psp/vita/ps3 tied to the same account or a psp title can be played in any vita/psp tied to the same account. This is not referred to by sony as cross-buy because the PSN counts this as a single game despite being playable in multiple platforms
Tbh only the Virtual Console can be considered for "cross-buys"...but the problem is that Vita and PS4 were built to work like that whereas the 3DS and Wii U were not
