The new system update that adds folder support to the 3DS is now available in the States (well, I live in New Mexico so it's available there at least. lol) Just wanted to give ya'll a heads up! The e-shop was down for a few hours prior to this, too.

I think Nintendo should issue a software update that allows the new folder created to show a collage of the apps and games within via a series of pictures of those apps inside surrounding the folder on the top screen. It would be nice to be able to label the folders with an icon of your choosing also, such as a Paddle and Ball for sports games or an Arcade machine for arcade games, NES console for NES VC games, etc. I mean, how hard would that be to implement? I hate not knowing whats inside a folder (if I forget) unless I open it. How irritating lol
