well to be more exact, they use new graphics to get people to give them money for a new system for fear of the old system being owned by the competition (which is just ignoring most gaming history, but that's their logic, not actual logic) and some "we need to make a new console every 5 years" logic that would be less pathetically outdated if the economy was good. Which leads to absurd budgets for modern day games, which would be acceptable if the gaming industry was more like the movie industry (instead of games trying too hard to be movies).
anyway, despite 3D being kind of a joke for me, it would still be more creative and fun than most modern day FPSs so that could be cool I guess!
I don't like the idea of FPS on a handheld. The screen is too small, even on a PS Vita the screen is too small.
Most FPS games NEED multiplayer support. If you're going to play multiplayer, you might as well play on console with a bigger t.v. screen. That being said, the CPP is the perfect tool to help the 3DS if that is the path they want to take.
If a FPS like Call of Duty came to the 3DS, multiplayer would probably be one of the FIRST things to be developed thoroughly. As for the screens on a 3DS and PSVita being too small, both the DS and PSP had their fair share of FPSs.

I personally don't see the point. Multiplayer would be supported by Wi-Fi which is available outside of your own home. You can play at the airport, school, or hotel and that would be okay. You can also play console at a hotel too. However, are you going to play COD multiplayer at your local Starbucks or McDonald's? Most likely, if you are using Wi-Fi, you are playing at home, so you may as well just play on console. I still don't like the small handheld screens for FPS. Just my opinion. What do you think?

In response to the WiFi thing, I see where you are coming from, but isn't that the same thing they did with Mario Kart 7? You're at home anyway, so why not just play Mario Kart Wii online? The thing is, maybe you don't want to. Maybe someone else is playing a videogame or using the TV that you play videogames on. Maybe. Maybe. Maybe. I see what you're getting at, but it just depends sometimes. Sometimes I do want to play multiplayer on my DS just because... Other times, I don't want to be constricted to the living room.
As for the small screen issue, the DS family has two screens. If used properly, a ton of clutter from the main screen such as a radar or ammo counter can be moved to the bottom screen. Also, if a map is really open thus making far away enemies harder to see and distinguish from a pile of rubble, the DS version can be altered to make the game a little tighter (making more hallways or rooms as opposed to a wide open free-roam map.).
