With the whole tag mode thing that Ninty is pushing really hard, do you think they will allow games to install themselves on the system?
The example with Street Fighter in the video would be useless if I had to have my 3DS on, with Street Fighter in the 3DS, and have it be running at the same time.
Or they could have the games install some small code that would allow it to work all the time.
It has already been said that Tag Mode works with all of the games you have played and they don't have to be in the system. I highly doubt they will let you install your game to the system because 1) there would be little to no performance advantage over running off the cartridge (as opposed to disk based systems) and 2) you'd run out of space almost instantaneously.
More likely they'll put a small save-file or Mario-Kart-Channel like executable on the system. No idea if this means they aren't saving to cartridges now or not.....

I can confirm it, but I'm too lazy to go find a source. Just look back on the 3DS news and I'm sure you'll find it.

What's crucially different about the 3DS StreetPass System compared to its Tag Mode origins is you do not need specific software running to activate it: it's built into the console, which means information about several games can be exchanged automatically no matter what game is in the console.
