Anyways, go to the Mario Kart channel and head on over to Worldwide rankings and then look up the champion (I think that's what its called) for Grumble Volcano...what the hell?! The guy just turns his bike around and just sits there...I've tried racing against it but I keep losing, what's going on?!

No - that is the vid where you can power boost onto that island and drive around it and it fools the game into thinking you did a complete lap. It is an exploitable glitch, is the WR in under 20 seconds? If so, that is what you are asking....

litrally u drive backward than you fall then you repawn on higher ground then you speed boast you way to this small little island and you go round it like 3 time and you win
How it works is you do two laps and then for the third wait at the finish line for the timer to hit 99:99:99 then it rolls over to 0:00:00 and go and win.
Edit- This isn't just for Wario's Gold Mine it works on all.
I ablterated the hell out of one hacker. Then he ended up with several bobombs and passed me up. I used a Bullet Bill and got him. But it still says I came in second. What is up with that?
