I'll join the chorus with an anecdote: my daughter has a 3DS and I have a Wii U and she's signed into both with the same NNID just fine. She couldn't also have her ID associated with a different Wii U or a different 3DS.
So I would have to have two different NNID linked to two different NN3DS & two Wii U's?
Not really. You can only have one NNID connected to a 3DS and WiiU at the same time. Technically, you can have up to 10 NNID's on your WiiU at once, but only one NNID per WiiU is allowed for being identical on a 3DS system.
The obvious reason for this would be the ability for friends to share an account and only buy one game for multiple systems. Or even people over the net. Hey man, just sign in on my account and then download them.

Which is exactly what a friend did. He "sold" access to his PSN account to a complete stranger on the internet, who now benefits from my friend's PS+ free downloads and online purchases.
