Why? So now high school kids can develop indie games? $100 wasn't that big a barrier for any serious indie developer, was it? That just sounds like a recipe for disaster, 3DO style...

you still have to apply for a publisher license to sell on the store - this is just so you can test-drive dev kits w/ less friction

After doing more reading, it looks like ps mobile is a new initiative requiring games to run on lowest common denominator devices (Xperia play phone / Sony tablets as well as vita) - still cool, but not a direct line to developing vita-only content. Still worth the price of admission
