just found a Kirlia with 31 speed and 31 special atk iv's. def and special def are also 20+ and the nature is the right one aswell, darn it will be pretty hard to find something better than this tbh but I'll try catching a few more.

also is there a maximum number of friends to unlock all safari pokemon?

the pokemon you unlock for safari is based on the number of the friend code. If you are unlucky all of your friends will give bad pokemons but if you are lucky they might give a lot of awesome pokemon.
