Sinjoh ruins are accessible the second you step into the Ruins of Alph, you just have to have the Event Arceus as the first(and only) member of your team, then try to enter the building with all of the people.

Yea, also if you dont mind if i borrow it sometime, i can do that side quest AND get arceus into my pokedex. Shiny Roserade looks cool, but if i dont get a shiny budew after 5 times, i'll just get a normal budew.

Actually, unless you have the Rose Incense, you won't be getting any Budew, just Roselia.
