Simply put: LOTSA MONEY!!! Not too different with how Epic Games paid many game companies to keep their games off of Steam for a good while for the sake of exclusivity.
Though...to be fair, we don't...really know if it's gonna be permanent or temporary. So I'm not really gonna get into that part.

@DanijoEX-the-Pierrot I think they're just saying that for now. After the contract is done, Sonic DT might be ported over and you're right about the Epic stuff lol.
Space and Games are similar. Space is endless and new stuff is out there waiting to be discovered. Games are always being made but the creativity is different from one game to another and so many more ideas still haven't been imagined or created yet. (That came out better than expected lol)
Considering Apple Arcade has revenue in the billions a year, I assume they can toss a major player like Sega a fair amount of money. I guess time will tell if it is a timed exclusive or not.
