I swear, in Pokemon Y If you used Fearow, false swiped a legendary down to 1HP and threw about 10-15 Ultra Balls at it you would catch it. I had complete confidence that when I encountered a legendary in that game I would eventually catch it - no problem. However, in OR it seems like the whole attempt at capturing any legendary is such a 'middle finger in your face, #%^$ you!' moment.
This is the second legendary that has fainted (Ho-oh, then some a$$ lion thing). Did I attack it too much? No. Did I accidentally attack it? No. Did I poison or burn it? No.
What happened was, I got them down to roughly 1-5HP and proceeded to throw about 35 Ultra, 10Great and 10 Regular
'Balls at them; only for them to just keep popping straight back out. So eventually, both these Legendaries went through their entire move set and 'struggled' themselves to death. >:[
This is really starting to p#%^ me off big-time.
Is Ruby known for being like this? Or was I just extremely fortunate in Y?
Don't get me wrong, I have caught a few. But those were also a similar fashion, with me eventually getting them after a stupid amount of throws.
Oh and the worse part? Having to beat the E4 AGAAAAIN just to get them to reappear.
I don't mind buying 10,000 Ultra Balls, it's just the grind to get them back.

Capture rates slightly changed.. but I think it was just to make the main story legends easier to catch. (I had to use my masterball on kyogre.. I swear those primals are impossible.)
But yeah, always saved before confronting a legendary.. this way if you fail/kill it you can R+L+Select to soft reset.
The unova and Sinnoh legendaries became harder to catch because they're optional in this one, and Rayquaza became ridiculously easy to catch, since you need to.
I don't know man, I was able to catch Latios, Latias, Primal Groudon, and Azelf without using a Master Ball.
I think the first two I just got in red and used an Ultra Ball, worked fine. Azelf I also got in red but had to paralyze, also an Ultra Ball. Groudon was tough because he kept using Rest, but once I had paralyzed him and gotten him at red, I eventually had to use a Luxury Ball as 3 Ultra Balls didn't work.
And you really should save before you go to a Legendary. I killed Groudon the first time, but was able to get him the second time after I had reset to my save point. All it really takes is patience.
I never had an easier time catching legendaries than I have in Omega Ruby. The hardest one was Primal Groudon and it only took me about 5 soft resets (got him with a premier ball too).
