This actually goes for just about everything with user reviews; You only see 5-star ratings from diehard fans and 1-star ratings from haters (check out the "most critical" iTunes user reviews of Arcade Fire's album The Suburbs to see what I mean).
Makes more sense, hence why I've learned to adjust the scales. If a game is 3 or 3.5 stars, it means there's an equal or greater amount of haters, meaning that it's probably not that good.
