The key art is always some weird hybrid. The one for the Scar update has things in the wrong place, but it's still the plateau. The terrain and critters point to this being the Heights. I could be wrong, but I'm just a casual player, not a staff writer for Nintendo Life.
Being excited as a player is great. Maybe play more, speculate less.

First.... Snowballs and snow people are already in game.
There are no socks, those are the cuffs on the pants she's wearing.
It always snows in Frosted Heights, and this picture, as evidenced by the fox, if nothing else, is definitely Frosted Heights.
The mountain has appeared in every loading screen key art since the game launched. Seeing it here doesn't mean anything.
There's already winter wear for players. My character is in full winter gear now, and there's been no update.
Please play the game before writing quick articles that will needlessly get players' hopes up. I woul expect better of Nintendo Life than an uninformed casual player's blog.
