For those who don't understand why Québec is always excluded, it's because the rules here are differents then the rest Of Canada. They first have to register their contest at the Régie des alcools, des courses et des jeux du Québec (RACJ), then must give a pourcentage of the final prices, which is about 0,5 to 1%. Then the RACJ must verify the rules of the contest and accept it.
It's the only province to do that kind of thing since mid 1990s, and I totally understand them not to include Québec. And no, it's not about the language!
