Important details from the photographed exceptionally fine print are that the contest is open to residents of the U.S. and Canada (excluding Québec) age seventeen and up (presumably owing to the mature content of Bayonetta 2) and that the contest ends today, 5th September, at 5PM Pacific time / 8PM Eastern so fire up those smartphone cameras.

I think it has more to do with the quebec government than Nintendo for why they aren't included in sweepstakes. I've entered other contests from other companies that have excluded Quebec.

For those who don't understand why Québec is always excluded, it's because the rules here are differents then the rest Of Canada. They first have to register their contest at the Régie des alcools, des courses et des jeux du Québec (RACJ), then must give a pourcentage of the final prices, which is about 0,5 to 1%. Then the RACJ must verify the rules of the contest and accept it.
It's the only province to do that kind of thing since mid 1990s, and I totally understand them not to include Québec. And no, it's not about the language!

@WanderingPB But even if Nintendo of America Released a that Limited Edition First Print Bayonetta 2 they would mess it up just like they did with the Limited Edition Mario Kart 8 game and blue shell. And they just have it at the Nintendo Store in NY. I don't know why NOA is so dumb when it comes to releasing Limited Edition stuff here in America, I am not going to go to NY to get a Limited Edition of any game why couldn't they sell them on the Nintendo Store on there Website instead so everyone could have a shot at getting the Limited edition stuff.
Why QUEBEC WHY!? Why can't we ever have the nice stuff. It's almost like we should have our own region locked French Canadian 3DS because the stores won't let games in unless they have French option so then there are some games I've had to drive all the way to Ontario or New York to buy. Its weird.

I'm in Australia. A $40 eShop card would bring a game down to about the price I could buy it for in a department store. Even if I could enter the competition, I doubt I would bother!
@mowerdude i concur…i would prefer giving all the fans a fair shot an the NA nintendo online store is quite sad…or maybe that keeps retailers happy…i dunno but it sucks regardless
The reason Quebec is always excluded is because the gov't there has very strict rules which make posting contests very difficult. Whoever runs a contest in Quebec must fill out a bunch of paperwork and get it approved by Gov't beforehand. They also must pay a fee and security deposit as well as having to name all media resources that will name the winner.
