This is actually leftover from Soviet era times, when we were a poor nation and 'lektor' was simply the cheapest way of having any translation at all. It's still very popular when watching polish TV channels, but in cinema subtitles are more popular nowadays.
Yeah, even for me it sounds weird and I don't watch anything with it (I prefer turning it off and having just original voices).
