The phantom armor headpiece is located at puffer beach, there is a rocket nearby that you can attach to your shield. Looking up you will see some luminous stones. Use the rocket to fly up into the cave and the chest is straight ahead. (Coordinates: 0296, -3779, 0050)
Phantom Armor legs piece is located in Gerudo desert. You will need to goto the gerudo canyon sky view tower and boost yourself into the air. Once in the air head in the direction of the East gerudo chasm. A little bit ahead of that you will see what looks like a circle of dimples in the sand. You will want the third circle in the center ( coordinates: -2525, -3705, 0009). Drop down into the quicksand and directly in front of you will be the chest.
