No, the A.I is fine . the enemies react better than most games, from ducking headshots to surrounding your character. Anything else and your looking for the wrong game for "intelligent" enemies. They were supposed to be an infected sort of hivemind, after all.

Regarding Leon, the character development has always been lacking in the series, really. Must I remind you of Steve (I'm pretty sure that was the losers name) from Code: Veronica?

I also find it interesting you're discussing your percieved lmitations of enemy A.I in RE4 and talk about how the first blew you away.
