Final comment: remember that there are several keys to battle. (1) supporting fire -- When you attack, adjacent friendly units can join in and increase your firepower. Keep your units close together so they can offer support! (2) limit defensive support -- Surrounding enemy units before attacking will cut them off from defensive benefits they can receive from nearby allies. The most effective way to do this is to place one of your units on each side of an enemy... but be careful that you don't leave your units vulnerable to counter-attack. (3) terrain benefits -- Always take the high terrain if possible, and otherwise look for rough patches that will give better defensive position. (4) patience is key -- Don't always attack with your first possible unit. Sometimes you should move several units into position to take advantage of points 1 and 2 before attacking to maximize the damage done and minimize your losses. Sometimes you are better off taking up a defensive position and letting the enemy come to you - especially if you can create a bottleneck or if the enemy units move at different speeds. (Of course, sometimes it's better to just go in guns ablaze. Use your judgment.)
I'll need to get back to this game at some point. The full Operations Manual does make mention of surrounding units in the section discussing Zone of Control, but you'll need to view Detailed Instructions for that.
I knew that, but it doesn't say how to surrond units. I thought you had to completely surround them with your units and/or high terrian. Now I know that you just need two units on opposite sides with the terrain playing no role.
Capturing the enemy's factory in Level 3 doesn't work, as your infantry is limited to 2 Charlies, which will almost certainly get blown away by the enemy Hadrian, Kilroy, and/or Bisons long before you can get there while leaving your base open to the enemy infantry by means of the high terrian just to the north of it. I did manage to capture the factory once, but the enemy Kilroy captured my base on the next turn.
Ash: Professor Oak, how's your Bulbasaur?
Prof. Oak: Oh, it only hurts when I sit.
...
Prof. Oak: It's only Chansey if Krabby won't let go. Bye, now.
Ash: I don't think I'm going to call him anymore.

Seemed pretty clear to me. I seem to recall mention being made of the size of the zone of control for units and having two in proximity to an enemy restricting their movement. Not a strategy I've actually exercised, but like I said I haven't put any time into the game in ages!
