Unless I can dash upwards, how would that help? I need more vertical height, not more horizontal distance.

I finally found a working answer online. You need to jump as Humungasaur, switch to Big Chill in mid-air, and then use Big Chill's second jump. Now that I've finally beaten Level 4, I just need to beat one more level with the help of newly unlocked Spider Monkey to get to my first boss fight.
