Well the first one was released more than one year ago. It's weird the sequel is still not released. Maybe they have emulation problems or they're unhappy with the sales of the first one.
Also it seems the studio called M2 in charge of porting the GBA games on WiiU is busy with the Sega Classics on 3DS.

Shouldn't have trouble. Japan got both games at VC launch (as they were only originally released there as a combo cart)

I heard IS slew down the production of AW cause Fire Emblem was on the brink of death.

I thought AW had just kind of died in Japan.
Like because of the delayed release of AW1+2 it came out only a few months before AWDS.
And then Days of Ruin was never released there. Despite that it was probably finished. (some ROM hackers found that the Japanese version pretty much exists within the NA version, like it would've probably been nearly the same ROM but with the region changed) As a result it only got released on 3DS as a CN-exclusive DLC prize.
