I would think it stupid to region lock an accessory, but then I heard they region-locked the PAL SNES controllers.
The Wii U gamepad is also region locked (But actually sold simply and easily separately in Japan).
The difference is the mod to allow any SNES controller is very easy. (I did it at the same times as the SuperCIC mod). There isn't one for the Wii U gamepad.

Unless I'm mistaken, the N64 Controllers and the Accessories will work on any region. My UK Controller works fine on the Japanese console and happily accepts the Japan Memory Pack (has a picture of the robot girl from "Wonder project J2"). So the Transfer Pack should be fine.
What might be region locked is the games they are connecting to. You won't say be able to connect the US version of "Mario Tennis GBC" to the UK Version of "Mario Tennis 64"
