I tried it out and got it to work! You can't move around, but you're invincible and have access to all 5 of its attacks. You can use it in any game mode where you can select your character except maybe the standard 1P modes, as I tried to use it on Classic Mode twice, and it froze on me both times. I was able to use it to finally beat Event Match 50, and I can now personally confirm that you can't unlock Sonic, Tails, or any other characters with KOs in Cruel Melee (since you can't die, you have to use the reset combo listed on the pause screen, but the KOs will still count). If I hadn't already beaten 15-minute melee, I'd use Master Hand to beat that one, too.

Actually, there's one attack I don't know how to get Master Hand to use: the one where you grab an opponent and squeeze him/her in your palm.
